C4I Communications Systems Engineer

Qualifications: Shall have a Bachelor of Science degree in Electrical/Electronics Engineering and certifications for specialized communication system training.

Experience:
a. C4I Communications Systems Engineer shall have a minimum of ten (10) years experience in the communication field with emphasis on communications disciplines needed for Command and Control and Air Defense Systems. 
b. Shall be fully conversant with the equipment, facilities and installations in use in the RSAF or have had experience on equipment, facilities, installations or systems of the similar type and generation in a military environment.
c. Shall be capable of instructing RSAF personnel and producing training material and provide On- the-Job training.
d. Shall have experience with all aspects of ground radios, having experience on HF, VHF, UHF, line-of-sight including associated multiplexing and terminal equipment, Land Mobiles, multi-channel Tape Recorders and Pager Equipment. Fully conversant with all modern methods of communication, including satellite and fiber optics.
e. Shall have experience with Key telephone systems, Main distribution Frames, IDF, Voice Conditioning equipment, Multiplexes, Data Modems, LAN/WAN equipment, Remote Maintenance Administration and Traffic Systems (RMATS), and PABXs (Analogue/Digital, Stored Program Controlled).
f. Shall be fully conversant with SATCOM including Uplink, downlink, RF, DAMA, NCS, Multiplex, Modems, Antenna Tracking system, and other equipment in use in the RSAF or have had experience on similar equipment or systems of the same generation. 
g. Shall have "hands-on" experience with High Power Amplifiers (HPAs), LNAs, Up-converters, Down Converters, as well as Audio, Video and Data transmissions via satellites.
h. Experience with Original Equipment Manufacturer (OEM) is required or three (3) years experience in developing and/or supporting the current RSAF C2 Communications Network.

Duties: 
Supports the RSAF Officer-in-Charge by: 
a. Actively advising and assisting in all aspects of his specialty.
b. Continuously monitoring of all RSAF training in his specialty and recommending improvements.
c. Training RSAF Engineering Officers and Warrant Officers in practical and theory.
d. Producing adequate engineering training material in his specialty.
e. Performing maintenance in his specialty, as required.
f. Providing support and advice to the RSAF for maintaining the Communication systems and all interface connectivity.
g. Participating in modification and enhancement proposals and upgrades to the Comm. Systems.

C4I Data Processing and Display Hardware Engineer

Qualifications: Shall have a Bachelor of Science degree in Electronics/Electrical Engineering.

Experience:
a. Must have a minimum of ten (10) years experience in developing, installing, testing and maintaining data processing and display equipment for a large scale Command and Control Air Defense System. 
b. Should have experience or knowledge on the following data processing and display equipment:
(1) DEC or VAX or MicroVAX Computer series hardware, VMS/Rdb, and UNIX or equivalent hardware and software.
(2) Local and Wide area network systems.
(3) Large screen display assemblies and picture management, systems for real-time radar systems.
(4) Alert and Warning Display Systems (AWDS) displays and drivers.
(5) Multi-purpose consoles.
(6) IBM Person Computers (or compatibles) MacIntosh computers, and associated peripherals. 
c. Experience with Original Equipment Manufacturer (OEM) is required or three (3) years experience in developing and/or supporting the current data processing and display system.

Duties:
Supports the RSAF Officer-in-Charge by:
a. Actively advising and assisting in all aspects of his specialty.
b. Continuously monitoring of all RSAF training in his specialty and recommending improvements.
c. Training RSAF Engineering Officers and Warrant Officers in practical and theory.
d. Producing adequate engineering training material in his specialty.
e. Performing intermediate level maintenance and repair actions.
f. Providing support and advice to the RSAF for maintaining the data processing and display system.

C4I Process Management and Support Engineer

Overview: Abacus Technology Corporation is in need or a process management and support engineer to support multiple projects on a contract with the Royal Saudi Air Force.  Work will involve C4I systems in operations and maintenance mode.  Special transportation, housing, travel, education benefits, and incentive awards are available.

Major Duties & Responsibilities:
- Review current C4I and ICT operational processes. These processes include but are not limited to   maintenance, change, configuration, and service request management processes.
- Identify the areas in need of improvement and the stakeholders.
- Develop a roadmap to design or change processes taking into consideration the RSAF   operational environment.
- Make recommendations regarding the following: a methodology that may be deployed for process   design and process re-engineering; and a software package for documenting the processes and   procedures enabling all the users to access the documents online.
- Present the roadmap, methodology, and software package recommendations to the Director   DECC and his staff in order to obtain approval for carrying out process design, change, or
  re-engineering.
- Conduct process design and process re-engineering activities.
- Review the newly designed or re-engineered processes with all stakeholders .
- Update the DECC manuals in light of the re-engineered processes. 
- Conduct reviews and obtain approval from all stakeholders on the final version of the manuals.

Qualifications: Minimum of 10 years of experience in C4I systems operations and maintenance, including at least 5 years experience in process design/re-engineering of C4I operational processes.  Bachelor's degree in a related field is required, master's degree preferred.  Experience must include design, re-engineering, configuration, change management, and maintenance of various C4I and ICT (Information and Communication Technology) systems and processes.  Must be knowledgeable in the use of software packages for documenting the processes and detailed procedures.  Familiarity with a standardized process including ITIL, eTOM, CMM/CMMI, or a similar framework.  Proficiency in Adobe Acrobat and MS Office.  Solid communication skills are critical.

C4I Software Engineer - VAX/VMS

Project Overview: Abacus Technology Corporation has an immediate opening for a full-time system engineer positions based in Saudi Arabia. Required support includes development, installation, deployment, O&M of C4I systems and planned technological advancements. Responsibilities: Full life cycle software development including installation, deployment, operations, and maintenance for new and existing systems.  Work will be done in C/C++ and FORTRAN in a VAX/VMS environment.  Provide training and guidance to faculty and staff with relation to software development on VAX systems.

C4I Software Engineer - Air Defense

Project Overview: Abacus Technology Corporation is in need of a software Engineer to provide support for air defense and telling software as part of a Foreign Military Sale (FMS) contract to the Royal Saudi Air Force (RSAF) through the United States Air Force (USAF).  This position will provide support including development, installation, deployment, O&M of C4I systems and planned technological advancements. Special transportation, housing, travel, and education benefits and incentive awards are available.

Responsibilities: Perform analysis and resolution of air defense and telling software related STRs and proposed enhancements.  Lead requirements gathering and management as well as assist in developing system architecture for new applications.  Develop and maintain software source code, databases, tools and interfaces with related systems and system platforms.  Install, deploy, and perform operations and maintenance for new and existing systems.  Ensure that all deployments and maintenance are in compliance with RSAF guidelines and standards.  Generate documentation such as user manuals relative to new applications or updates to existing applications.  Provide training and guidance to faculty and staff with relation to application development for air defense and telling software.  Software development will be done in C/C++ and FORTRAN in a VAX/VMS environment. 

Position Requirements: 10 years experience in software development, maintenance, and documentation.  BS Degree in Mathematics, Computer Science, or Electronics/Electrical Engineering.  Experience with the air defense industry is highly desireable.  Experience with VAX/VMS software systems.  Experience with modern system analysis and design methodologies, including knowledge of requirements tracking and management and system architecture.  Broad knowledge of the system and hardware background in radar, communications, displays, human machine interface, and computers.  Should be familiar with the Peace Shield Common Software Process (CSWP), Software Engineering Notebook (SEN) and Contract Data Requirements List (CDRL) practice and procedures.  Solid communication skills are critical.

C4I Systems Engineer

Qualifications: Shall have a Bachelor of Science degree in Electronic/Electrical Engineering. Must have working knowledge with the Peace Shield System or similar, modern C4I system. Must have been trained on Prime Mission Equipment (PME) system and subsystems.

Experience: This position requires a highly-trained professional with proven expertise in the areas of military command, control, communications, and computers. The C4I Systems Engineer must have at least ten (10) years experience with C4I systems in general and at least three (3) years experience with RSAF C4I systems. The C4I Systems Engineer, Senior must have at least 15 years experience with C4I systems in general and at least five (5) years experience with RSAF C4I systems. Provide the technical and functional expertise required for ensuring RSAF C4 programs and incorporate current system technologies and air operational techniques. The position provides immediate support with sound practices based on the most progressive requirements and techniques applicable to C4 programs and systems. Knowledge of Aircraft Operational Flight Programs (e.g. Fighters) concepts and systems, including knowledge of current computing technology with functional knowledge of Electronic Warfare (EW) systems, are preferable.

a. Seven (7) years practical C4I Systems experience involving Communications, Computers, Data Processing, and Surveillance equipment.
b. Must have excellent communication skills and demonstrated ability to work independently, completing multiple and often competing tasks.
c. Prior experience at a military Field Grade Officer level is desirable.
d. Must have supervisory and managerial experience in C4I system management, installation, integration, testing, operation and maintenance.
e. Must have experience with TADIL-A operation and Interface equipment, including Data Terminal Set, Encryption Devices, UHF/VHF/HF Radios.
f. Must have working knowledge of various functional areas of the C4I system.

Duties:
a. Provide the technical expertise for ensuring application of current C4 concepts and strategies to RSAF requirements. Ensure RSAF C4I systems and procedures satisfy good operational concepts, organizational principles, and management needs.
b. Evaluate RSAF programmatic difficulties and provide acceptable solutions to overcome them. Identify errors in the systems and propose corrective actions, including systems integration and documentation.
c. Provide expertise in maintaining a database of problems by suite and recommended solution actions, to include follow-up information to ensure compliance with necessary actions.
d. Perform other staff functions, such as presentation of staff correspondence and papers. Attend meetings and conferences and prepare briefings as required. 
e. Perform special functions, management of programs/projects as assigned, and other duties as required.
f. Supports the RSAF Officer-in-Charge by:
  (1) Coordinating C4I program engineering and management activities.
  (2) Coordinating closely with C4I program sites on all aspects of site engineering/maintenance.
  (3) Keeping him informed of the real-time maintenance status of all C4I sites to brief his 
  officer-in-charge, whenever required.
  (4) Training RSAF personnel, as required.
  (5) Suggesting improvements to the C4I system and to maintenance procedures.
  (6) Performing maintenance functions, as required.
  (7) Providing support and advising on manning requirements for the system.

C4I Wire Communications Engineer

Qualifications: Must have a Bachelor of Science Degree in Electronics/Electrical Engineering. Specialized training on various wire communications Systems such as the SEL-12 PABX and/or the SL-100 and other associated sub-systems is required.

Experience: Shall have ten (10) years experience with a wide variety of analog and digital PABXs in general and SEL System-12 PABX or SL-100 in particular. Must have hands on experience with System-12, hardware and software capabilities. The experience must include programming, configuration, modifications, table assignments, routing configuration, subscriber and trunks allocations, and network control. Must be able to use Technical Orders, procedures and Schematics to troubleshoot and diagnose System-12 down to Line Replaceable Units (LRU) using diagnostic test equipment, as required. Must be able to verify the system operation with the use of in system tests of Built in Test Equipment (BITE) tests and diagnostics and Tone Input and Measurement Sets (TIMS). Must be well familiar with PABX operation, maintenance and troubleshooting.

In addition to the System-12, the expertise should include working experience in maintaining Key Telephone Equipment, voice recorders, public address systems, voice conditioning equipment (VCE), Interface equipment, paging systems, facsimile and main distribution frames. Experience with Cables, Fiber Optics, Wiring, and Terminations will be considered a plus. Must be able to perform Traffic analysis and provide RSAF with advice to maintain high degree of efficiency, availability and Grade of Service. Experience with the Original Equipment Manufacturers (OEM) or three (3) years experience in supporting the RSAF Switched Networks is mandatory.

Duties: Provide Mobile Maintenance Team (MMT) support to Sectors and Radar sites for System-12 Operation and Maintenance. Performs 2nd and 3rd line repairs as required by situation. Carry out maintenance of System-12 PABX, MDF, VCE and Multiplexes equipment when required. Assists RSAF with training and performing maintenance duties in accordance with RSAF manuals. Perform Preventative Maintenance Inspections (PMIs). Properly document maintenance activities (PMIs, Job Control Documents (JCDs) and configuration changes). Work in technical areas outside their specialty, where qualified and when required. Assist RSAF with training and perform maintenance duties in accordance with RSAF manuals.

C4I Wireless Communications Engineer

Qualifications: Shall have a Bachelor of Science degree in Electrical/Electronics Engineering. Specialized training and certification in each area of expertise is a requirement. Must be qualified and specialized on the specific equipment, hardware and software, operation and maintenance of the specific discipline.

Experience:
a. Bachelor of Engineering degree shall have a minimum of ten (10) years experience in the field of microwave radio communications. 
b. Shall be fully conversant with the equipment, facilities and installations in use in the RSAF or have had experience on equipment, facilities, installations or systems of the similar type and generation in a military environment. 
c. Shall be capable of instructing RSAF personnel and producing training material and providing On-the-Job training in the maintenance and operation of wireless communications systems.
d. Shall be fully conversant in wireless radios, having experience on HF, VHF, UHF and SHF communications including associated multiplexing and terminal equipment, Land Mobiles, multi-channel Tape Recorders and Pager Equipment, as well as microwave radio operations and maintenance.
e. Shall be fully conversant and have an understanding of SATCOM Uplink, downlink, RF, DAMA, NCS, Multiplex, Modems, Antenna Tracking system, and other equipment in use in the RSAF or have had experience on similar equipment or systems of the same generation. 
f. Three (3) years experience in developing and/or supporting at least one of the current RSAF C2 Communications Networks: VRCS System, HF Radio System, UHF/VHF Radio System, Microwave Radio System on the SATCOM radios is required.
g. Shall have experience with Main Distribution Frames, IDF, Voice Conditioning equipment, Multiplexes, High Power Amplifiers (HPAs), LNAs, Up-converters, Down-converters, etc. 
j. Experience required is for three (3) years experience in developing and/or supporting one if not more of the current RSAF wireless communications systems.

Duties: 
Supports the RSAF Officer-in-Charge by: 
a. Actively advising and assisting in all aspects of his specialty.
a. Continuously monitoring of all RSAF training in his specialty and recommending improvements.
c. Training RSAF Engineering Officers and Warrant Officers in practical and theory.

f. Providing support and advice to the RSAF for maintaining microwave radio systems.
g. Participating in modification and enhancement proposals and upgrades to the microwave radio systems.

Encryption Devices Systems Engineer

Project Overview: Abacus Technology Corporation provides development, installation, deployment, operations, and maintenance of C4I systems and planned technological advancements to the Royal Saudi Air Force (RSAF).  Currently, Abacus is in need of an Encryption Device System Engineer to lead program engineering activities and provide guidance to a team of engineers.  Special transportation, housing, travel, and education benefits and incentive awards are available.

Major Duties & Responsibilities: Support the RSAF Secure Communication Equipment Officer-in-charge by:

  • - Exchange faulty Cryptographic equipment needing repair at the Squadron/Operational site with a   
  •   serviceable spare unit.
  • - Forward the failed unit to the Central Repair Facility of Secure Communication equipment for further   analysis and repair to the component level. 
  • - Replace the failed components from the parts inventory.
  • - Verify repaired units and testing the system for proper operation before returning to the   squadron/operational site.
  • - Work with RSAF personnel as an integrated team to train on, augment, and support the operation,   maintenance, testing and troubleshooting of the cryptographic equipment effectively.

Qualifications: 10 years experience with operation, maintenance, installation, testing and repair of the encryption equipment used for secure voice and data communication.  Bachelor’s degree in a related field.  Special military training and certification in cryptography equipment desired.  Experience should include equipment such as: Wideband Secure Voice Equipment (WSVE), Narrowband Secure Voice Equipment (NSVE), Secure Teletype Devices, Key Fill Devices, Key Transfer Devices, Communication Privacy Equipment (CPEs), and Automatic Key Distribution Facility (AKDF).  Must have background and experience with encryption devices used for military communications as well as bulk encryption devices for both voice and data.  Familiarity with standard troubleshooting tools and devices such as Huntron Tracker and General Purpose Electronic Test Equipment (GPETE) for isolating faults to sub-assembly and component level.  Capable of conducting and documenting On-the-Job Training (OJT), preparing training material, and advising the RSAF regarding OJT.

Navigational Aid System Engineer

Overview: Abacus Technology is in need of a Navigational Aid System Engineer to provide expertise for navigational equipment supporting the United States Air Force and Royal Saudi Air Force.  Special transportation, housing, travel, education benefits, and incentive awards are available.

Major Duties & Responsibilities: Provide operation and maintenance of all communications and ASR systems.  Evaluate equipment programmatic difficulties and provide acceptable solutions to overcome them.  Identify errors in the systems and propose corrective actions, including systems integration and documentation.  Provide preventive maintenance and documentation of maintenance performed.  Carry out troubleshooting and corrective action on assigned equipment.  Coordinate Navigational Aids engineering and management activities.  Inform management of the real-time maintenance status of all assigned equipment.  Train RSAF personnel as necessary.  Providing support and advising on manning requirements for the system.

Qualifications: Minimum of 5 years experience with communications systems and 5 years experience with navigational aid communications.  Bachelor’s degree in a related field.  Solid experience with navigational aid and radar equipment.  Knowledge of UHF, VHF, HF, Enhanced Voice Terminal Switch, and Airport Surveillance Radar (SAR).  Experience with Harris HF equipment, Park Air UHF/VHF radios, and Tellabs Crash Telephone systems.  Competency in MS Windows.  Must have excellent communication skills and demonstrated ability to work independently, completing multiple.

Oracle Database Administrator (DAB)
Overview: Abacus Technology provides development, installation, deployment, operations, and maintenance of C4I systems and planned technological advancements to the Royal Saudi Air Force (RSAF).  Currently, Abacus is in need of an Oracle DBA to lead and provide full life cycle database support for an enterprise level environment.  Special transportation, housing, travel, and education benefits and incentive awards are available.

Major Duties & Responsibilities:
Install and upgrade the Oracle 9i/10g server and server application tools.  Plan, design, and maintain the logical and physical structure for database systems.  Create primary database physical and logical storage structure and primary objects.  Allocate system storage and plan future storage requirements for the database system.  Monitor, tune, and optimize database performance.  Load, migrate, and connect data from external source into the database.  Design and implement data security measures.  Design and maintain database backup and recovery strategies as well as database security solutions.  Support end users and application developers.  Manage and monitor Oracle Real Application Clusters (RAC).  Write PL/SQL packages, procedures, and triggers to modify or implement new programs.  Provide regular status reports to the management team and generate incident reports as necessary.  Interact with management team, application developers, systems operations team, and end-users.
 
Qualifications: 8+ years experience in enterprise level database administration for Oracle systems.  Bachelor’s degree in a related field.  Oracle Certified Professional (OCP) in 9i or 10g preferred.  Experience in system administration/engineering for both Windows and UNIX (HP-UX and Sun Solaris) systems preferred.  Extensive experience with Oracle databases.  Familiar with database design and structure, optimization and performance tuning, as well as security and troubleshooting. Able to work effectively with all levels of an organization including the end users.

Radar Engineer (FPS-117)

Qualifications: Shall have a Bachelor of Science degree in Electronics/Electrical Engineering. Specialized training and certification in each area of expertise with Radars in general and FPS-117 Radar in particular is a requirement. Must be qualified and specialized on the FPS-117 Radar equipment, hardware and software, operation and maintenance of the Radar.

Experience: Must have a minimum of ten (10) years experience on a wide variety of surveillance Radars including FPS-117. Must have theoretical and practical knowledge and experience with FPS-117 Radar operation & maintenance. The experience should include installation, testing, integration, upgrades and modifications to the FPS-117 Radars. Overall experience with Radars should include Air Defense Ground Radar, Primary/Secondary, all aspects of 3-dimensional Radar plot extractors, Height Computers, and interface equipment. The technical know how should include Antennas, Processors, computers, monitoring, data transmission, plot extractors, power systems and other sub systems associated with FPS-117 Radars. Specific experience with the FPS-117 is required, as well as five (5) years in developing and/or maintaining the RSAF FPS-117 Radar System.

Duties:

f. Supporting Mobile Maintenance Team (MMT) functions and travel to remote radar sites to perform specialized maintenance, trouble shooting, and training.

Radar Engineer (TPS-43/72)

Qualifications: Shall have a Bachelor of Science degree in Electronics/Electrical Engineering. Must have theoretical and practical knowledge and experience with TPS-43/72 Radar operation & maintenance. The experience should include installation, testing, integration, upgrades and modifications to the TPS-43/72 Radars. Overall experience should include Air Defense Ground Radar, Primary/Secondary, all aspects of 3-dimensional Radar plot extractors, Height Computers, and interface equipment. The technical know how should include Antennas, Processors, computers, monitoring, data transmission, plot extractors, power systems and other sub systems associated with TPS-43/72 Radars. Specific experience with the Manufacturer of TPS-43/72 Radars is highly desirable. At least two (2) years experience in supporting the RSAF TPS-43/72 radars is required.

Duties:
Supports the RSAF Officer-in-Charge by:
a. Actively advising and assisting in all aspects of his specialty.
b. Continuously monitoring of all RSAF training in his specialty and recommending improvements 
c. Training RSAF Engineering Officers and Warrant Officers in practical and theory.
d. Producing adequate engineering training material in his specialty.
e. Performing intermediate level maintenance in his specialty as required.
f. Supporting travel to deployed radar sites to perform specialized maintenance, trouble shooting, and training.

Radar Engineer (TPS-43/70)
Overview: Abacus Technology is in need of a Radar Engineer with experience in TPS-43/70/75 radars to advise and support the RSAF with respect to a variety of surveillance and long range radars.  Special transportation, housing, travel, and education benefits and incentive awards are available.   


Responsibilities: Installation, testing, integration, upgrades and modifications for radars.  Diagnose, analyze, and repair electronic sub-systems to the component level.  Continuously monitor all maintenance actions involving radar systems and recommends viable short and long term repairs.  Perform intermediate and DEPOT level maintenance and troubleshooting as necessary.  Provide guidance and assistance to the client in all matters related to radars.  Oversee training of client faculty and staff related to radar theory and practical application of techniques.  Develop processes and procedures for maintenance and modifications.  Generate adequate engineering training materials.  Perform maintenance and troubleshooting as necessary.  Support the Mobile Maintenance Team (MMT) functions and travel to remote radar sites to perform specialized maintenance, troubleshooting, and training.
 
Position Requirements: 10+ years experience with a variety of surveillance radars including TPS-43, TPS-70, and TPS-75. Bachelor’s degree in Electronics or Electrical Engineering.  Radar training and/or certifications are a plus.  Must have hands on maintenance experience and including troubleshooting to the component level, preventive maintenance testing, training, and managing and implementing upgrades or modifications to radars. Must have extensive knowledge of multi-channel signal processors, phased array antenna, signal and post processors, IFF sub-system, height sub-system, transmitter and receiver sub-system, and applicable ancillary equipment within the TPS-43, TPS-70, or TPS-75 radar systems.  Able to use test equipment including spectrum analyzers, oscilloscopes, logic analyzers, and power meters.  Specific DEPOT repair experience with the TPS-43, TPS-70, or TPS-75 radars is highly desirable.  Must have experience in project management to organize, plan, schedule, and lead projects.

TADIL-A Link System Engineer

Project Overview: Abacus Technology is in need of a TADIL-A Link System Engineer to provide development, installation, deployment, operations, maintenance of C4I systems and planned technological advancements to the Royal Saudi Air Force.  Special transportation, housing, travel, and education benefits and incentive awards are available.

Major Duties & Responsibilities: Support the RSAF officer-in-charge by providing on-the-job training of RSAF personnel in the TADIL-A Link Systems and TADIL-A operations.  Install and maintain operational displays, simulator operations, touch screen display operations, radio control panels, ground communication panels, and secure telephone operation.  Provide airborne platform surveillance, communications, coordination and operation.  Maintain TADIL-A interface equipment including data processing, display consoles, encryption devices, antennas, TADIL-A transmission equipment, UHF and HF radio systems.  Analyze TADIL-A transmissions and provide solutions to related problems.  Provide training in aircraft control, weapons control, surveillance, and radar operation.

Qualification: 10 years experience in air defense command and control systems engineering.  Bachelor’s degree in a related field.  Specialized training in TADIL-A interface equipment and operation.  Experience with radio frequency management and coordination for the TADIL-A operation.  Must be familiar with Data Terminal Sets (DTS), Ground Entry Station Radio and interface equipment.  Must have both hardware and software knowledge of the TADIL-A Interface system.  Knowledge of the test equipment used for the analysis including, but not limited to, Spectrum analyzer and Protocol analyzers.  Experience with encryption devices, keying devices, and protocols used for secure communications and TADIL A operation with airborne surveillance platforms.  Experience with secure voice and data communication procedures and protocols used for communications with airborne platforms.
