Overview: Abacus Technology is in need of a Financial Analyst to provide support for cost analysis, budget analysis, and government regulations pertaining to finance.
Major Duties & Responsibilities: Provide financial analysis for existing contracts including firm fixed price, time and materials, and cost plus. Generate detailed financial analysis and reports for executive management. Work with senior analyst to develop cost modeling and revenue forecasting for the president. Assist in the development of pricing and cost analysis for proposal development efforts. Develop competitive analyses and price ranges for proposals.
Qualifications: 2-3 years experience in a financial analysis role. Bachelor’s degree in a related field. Experience developing financial reports or cost models. Experience working for a federal government contractor. Knowledge of SCA a plus. Must have solid communication skills.
Sr. Executive Manager, DOD Programs
Overview: Abacus Technology, a well established and highly successful information technology strategy and services firm, is seeking a Senior Executive to manage and grow the firm’s U.S. DOD operations. Reporting directly to the President, this individual will work with other Senior Executives and Field Operations Managers throughout the U.S. to continue the firm’s 26+ years of success as a value-added government contracting firm.
Major Duties & Responsibilities: Overall responsibility is to lead the firm’s DOD information technology strategy and services business with the intent of optimizing contract performance and market growth. The firm’s primary focus within the DOD arena is U.S. Air Force and U.S. Army. Primary management responsibilities include:
- Personally interfacing with multilevel clients to ensure that their requirements are fully recognized and exceeded.
- Monitoring and directing all work activities to ensure that all contractual obligations, both financial and non-financial, are fully met.
- Continuously reviewing the cost and expenditures of programs to ensure that the financial goals and objectives of the firm are fully met.
Primary growth responsibilities include:
- Identifying viable new business opportunities within the DOD IT strategy and services arena.
- Collecting, reviewing, and evaluating market data necessary to qualify the validity and applicability of new business opportunities.
- Assembling qualified teaming partners to collectively pursue new business opportunities.
- Planning and writing quality management, technical, and past performance Federal government proposals on behalf of the firm.
Qualifications: 20+ years of recent experience working for a prominent and established contracting firm within the DOD marketplace. Minimum of a Bachelor’s degree in a related field from a nationally accredited and recognized academic college or university. Master’s degree highly desirable. Demonstrated experience in working, managing, and competitively winning large scale government contracting programs. Extensive knowledge of the DOD (i.e., U.S. Air Force and U.S. Army) IT strategy and services marketplace. Technical knowledge and literacy in information technology services and related technology tools, systems, standards, and trends. Strong verbal and written communication skills as well as proven relationship building skills. Experience with cyber security experience with the DOD community desired.

Technical Team Lead/Proposal Writer
Overview: Abacus Technology is in need of a Technical Team Lead to support the growth of its IT services practice.This individual will work as an integral part of our corporate business development/capture management/proposal preparation team, and coordinate with our pricing, cost center, and project managers to leverage operational capabilities and construct best-value solutions that meet/exceed customer needs. This is a full-time position.
Major Duties & Responsibilities: Serve as team lead for analyzing/interpreting procurement requirements and framing technical solutions (strategy and approach) for large, enterprise-wide proposals as well as task order responses for new IT business opportunities. Participate in team discussions to assess/establish competitive strengths and weaknesses, win themes and discriminators, unique features and benefits, critical success factors, and cost/schedule/performance trade-offs. Assist in assembling appropriate, technically astute writing teams from within Abacus and among its teaming partners. Lead technical team through proposal outlining, storyboarding, writing, and revision process to include creation and incorporation of meaningful graphics; re-write technical sections as necessary to ensure readability and consistently highlight key selling points. Provide technical team input as needed into business management proposal components such as organization and staffing, pricing and planning, performance metrics, quality assurance, and risk mitigation. Attend and document targeted customer visits, site surveys, and trade shows/conferences to gather and convey marketing intelligence on emerging requirements and technologies. Respond to ad hoc sources sought notices/RFIs and contribute to marketing briefings and other materials as need arises. Serve as Subject Matter Expert to prime contractor team members in responding to technical requirements within core competencies.
Qualifications: 10+ years experience architecting, implementing, and managing IT solutions for Federal government clients and/or large system engineering integrators. 5+ years of progressively increased leadership roles in technical proposal development. Bachelor’s degree in a technical/analytical field. Technical/engineering certification highly desired (e.g., ITIL, MCSE, CISSP). In-depth knowledge of leading edge tools and technologies in the federal/commercial IT arena. Familiar with the FAR and/or DFAR along with major Federal government procurement strategies (T&M, FFP, performance-based) and contract vehicles (GWACs/IDIQs). Strong communication skills and the ability to demonstrate a clear and concise presentation of complex technical operating environments. Excellent analytical, organizational, workflow, and problem-solving skills. Able to cultivate solid, productive working relationships with internal managers, staff, and peers as well as partners and consultants and facilitate collaboration towards innovative technical solutions. Able to travel outside local area (approximately 10%) and maintain flexible work schedule to meet unplanned proposal demands.
