Overview: Abacus Technology is in need of a Data Manager to provide support to a configuration management team in the Office of the CIO at the Defense Security Service (DSS). This is a full-time position.
Major Duties & Responsibilities: Managea large database containing over 10,000 records. Review hundreds of data records for errors in duplication and miss-type identification. Identify and categorize hardware, software, documentation configuration attribute information, and maintain data integrity within a large database. Document all data management activities and record when data items have been changed, checked-out and returned to the database. Develop weekly reports for management.
Qualifications: 4-5 years experience in information technology. Experience in software licensing and hardware identification. Must have a clear understanding of commercial software products, licenses, hardware products, and associated commercial and government documentation. Possess a proven track record in the area of data management. Highly detail oriented and organized. Solid communication skills are critical.

Project Manager
Overview: Abacus Technology is in need of a Project Manager to provide full life cycle support for application development tasks. Currently, Abacus provides program management support for the Office of the CIO at the Defense Security Service (DSS). This is a full-time position.
Major Duties & Responsibilities: Provide technical and non-technical project management support to DSS in support of information technology (IT) projects. Learn and understand the functionality of the IT application being developed. Review and analyze anticipated changes to the project requirements in line with the change management process. Write reports and customer presentations in conjunction with government requests. Assign work to supporting team members, such as the task of coordinating and documenting project meetings. Attend meetings with the government program manager and assure that meeting agendas, minutes, and lists of action items are distributed on schedule to the appropriate recipients. Assist in preparing and updating plans including project plans, deployment plans, and other plans. Prepare and update project schedules and ensure that the project’s activities and results can be coordinated and integrated into a Master Schedule. Monitor project schedules and communicate project dependencies. Compile needed information as requested by the government. Identify training and orientation needs and oversee scheduling. Provide orientation for subordinate staff on the technical aspects of the project. Participate in senior management meetings as directed. Contribute to review of work products produced both internally and externally by other contractors. Monitor and report project risks. Support audits, as tasked.
Qualifications: 3-5 years experience in a project management role. Bachelor’s degree in a related field. Solid background in a technical field. Experience overseeing all phases of the project life cycle. Knowledge of Earned Value Analysis. Must be able to work closely with technical teams and government program managers with equal efficiency. Knowledgeable of MS Project or similar tool. Must be highly motivated and assertive. Communication and organizational skills are critical.

Project Manager
Overview: Abacus Technology is in need of a Project Manager to provide project management and capital planning support to the Project Management Office (PMO) of the Office of Information Technology (OIT) at the SEC.
Major Duties & Responsibilities: Gather and analyze investment data. Prepare and deliver draft investment data presentation materials. Present the investment data to management using approved materials. Support the PMO staff in maintaining investment project data in the Clarity portfolio tool. Provide training and guidance to PMO program managers and other project managers regarding the CPIC procedures to plan and control IT investments. Complete and maintain the Integrated Master Schedule in MS Project Professional. Enter investment data based upon approved investment plans and status tracking information published in the monthly status reports completed by Project Managers. Provide periodic resource loading charts and tracking Gantt charts of the full schedule. Customize reports using the standard graphical user interface. Ensure that each step of the investment follows department guidelines and procedures. Make recommendations for process improvement. Identify and customize existing tools and artifacts such as forms, templates, and spreadsheets to meet the portfolio management needs of the SEC. Provide a monthly process improvement suggestion briefing.
Qualifications: 9years experience including at least 3 years experience in a project management or team lead role supporting the Federal government. Bachelor’s degree in a related field. Project management training and/or certification required. Must have solid experience in capital planning and investment (CPIC) at the Federal government level. Experience with OMB Exhibit 300s. Able to work closely with technical teams. Must be familiar with developing business cases, budget planning, scheduling, earned value, and program management reviews. Proficient with MS Office as well as Project and SharePoint. Excellent communication skills and ability to interact with all levels of management.

Requirements Analyst
Overview: Abacus Technology is in need of a Requirements Analyst position to provide support for the Product Life Cycle Division as part of the Requirements team at the Defense Security Service (DSS). This is a full-time position.
Major Duties & Responsibilities: Interview government project managers, subject matter experts (SMEs), stakeholders, end users, to identify business requirements. Perform business requirements and system analysis; develop process flow diagrams and models. Document business requirements and work closely with technical teams to translate requirements into technical specifications, manage the requirements repository, and requirements traceability. Assist in the development of Performance Work Statements (also regarded as Statements of Work) as well as identify requirements for post-award and in-progress automation efforts. Work closely with technical teams to ensure that final deliverable meets requirements. Participate in efforts to improve the overall requirements process. Facilitate requirements-centric meetings, workshops, and validation/walkthrough meetings to identify and finalize project/effort-relevant business requirements. Conduct needs analysis of captured requirements; to include incorporating needed updates prior to government review, approval, and sign-off. Decompose high level business requirements into detailed business requirements. Participate in the workflow transition of technical requirements that have been entered into and reside within the Requirements Management repository/solution. Validate vendor-produced Requirements deliverables content and validate traceability. Provide back-up support to other team members during Requirements team-facilitated workshops. Actively participate in the requirements management process and respective workflow by analyzing and validating application technical requirements. Provide Requirements-specific feedback for tasks to be integrated into a master schedule. Monitor and report project risks, milestones, work completed, as well as work that is underway.
Qualifications: 4-6 years experience with requirements gathering and analysis support. Bachelor’s degree in a related field. Strong background in system analysis and knowledge of the software/system development life cycle. Experience with the Rational Unified Process or a similar methodology. Experience working closely with technical teams. Ability to work effectively with all levels of an organization. Experience developing use cases is desired. Familiar with government policy pertaining to Information Assurance is desired. Experience with CMMI, Six Sigma, and/or ISO standards strongly preferred. Must be able to generate high quality documentation. Solid communication skills are critical. Experience developing use cases is desired. Proficient with MS Office, Visio, and Project. Prior government contracting experience is desired.

Sr. Financial Analyst
Overview: Abacus Technology Corporation is seeking a Sr. Financial Analyst to provide financial operations support to the office of the CIO at the Defense Security Service (DSS).
Major Duties & Responsibilities: Generate financial reports that outline individual contractor’s burn rates, budget expenditures and projections. Utilize information technology (IT) budget information to track budget execution and formulation, assist with cost benefit analyses, returns on investment, and spend rate for all IT contract activities under the purview of the office of the chief information officer. Prepare budget reports and present findings to management. Prepare and track funding documents. Maintain accounting and forecasting systems for reporting purposes. Support strategic planning and financial forecasting. Participate in creation and execution of agency program management function to support an Earned Value Management System (EVMS). Process, track and coordinate contract modifications to existing contracts for vendors under the agency’s purview. Provide financial management support of all Information Technology/Information Management (IT/IM) activities. Assist OCIO project managers in their compilation and analysis of project financials including preparation reporting data for periodic program reviews.
Qualifications: 5-7 years experience with financial analysis and contract management in a government contracting environment. Bachelor’s degree in a related field. Experience with various types of contracts including cost plus, T&M, and firm fixed price. Microsoft Office proficiency (particularly Microsoft Excel and Access). Test and Evaluation Project Manager
Overview: Abacus Technology is in need of a Project Manager to provide support to the Test and Evaluation (T&E) Leads for the Defense Security Service (DSS) Development, Test, and Evaluation Center (DTEC). This is a full-time position.
Major Duties & Responsibilities: Provide technical and non-technical project management support to DSS for the DTEC projects. Mentoring T&E project leads in basic project management practices and skills. Learn and understand the functionality of the DTEC functional components and its supporting infrastructure. Review and analyze anticipated changes to the DTEC requirements in line with the DSS Change Management process. Write reports and customer presentations in conjunction with the Government. Assign work to supporting analysts. Attend meetings with the T&E project leads and assist with meeting agendas, minutes, and lists of action items as required. Assist in preparing and updating plans including project plans, deployment plans, and other plans as directed. Work with the T&E project leads in preparing and updating project schedules for individual DTEC projects for integration into the DTEC Master Schedule. Monitor the individual DTEC project schedules and communicate project dependencies. Compile needed information as requested by the Government. Provide orientation for subordinate staff on the technical aspects of the DTEC project. Participate in senior management meetings as requested by the Government. Contribute to the review of DTEC work products produced both internally and externally by other DSS contractors. Monitor and report DTEC project risks.
Qualifications: 7-10 years experience including at least 6 years providing project management support for testing projects. Bachelor’s degree in a related field.Experience in testing across the software development life cycle would be an asset. Familiarity with Serena Business Mash Ups and HP Quality Center are preferred. Experience with MS Project and Office. Able to communicate effectively with all levels of an organization.
