Overview: Abacus Technology is in need of a Project Manager to provide full life cycle support for application development tasks. Currently, Abacus provides program management support for the Office of the CIO at the Defense Security Service (DSS). This is a full-time position.
Major Duties & Responsibilities: Provide technical and non-technical project management support to DSS in support of information technology (IT) projects. Learn and understand the functionality of the IT application being developed. Review and analyze anticipated changes to the project requirements in line with the change management process. Write reports and customer presentations in conjunction with government requests. Assign work to supporting team members, such as the task of coordinating and documenting project meetings. Attend meetings with the government program manager and assure that meeting agendas, minutes, and lists of action items are distributed on schedule to the appropriate recipients. Assist in preparing and updating plans including project plans, deployment plans, and other plans. Prepare and update project schedules and ensure that the project’s activities and results can be coordinated and integrated into a Master Schedule. Monitor project schedules and communicate project dependencies. Compile needed information as requested by the government. Identify training and orientation needs and oversee scheduling. Provide orientation for subordinate staff on the technical aspects of the project. Participate in senior management meetings as directed. Contribute to review of work products produced both internally and externally by other contractors. Monitor and report project risks. Support audits, as tasked.
Qualifications: 3-5 years experience in a project management role. Bachelor’s degree in a related field. Solid background in a technical field. Experience overseeing all phases of the project life cycle. Knowledge of Earned Value Analysis. Must be able to work closely with technical teams and government program managers with equal efficiency. Knowledgeable of MS Project or similar tool. Must be highly motivated and assertive. Communication and organizational skills are critical.

Configuration Management Analyst
Overview: Abacus Technology is in need of a Configuration Management Analyst to assist and support the CM activities for the Defense Security Service (DSS), Office of the CIO. This is a full-time position.
Major Duties & Responsibilities: Assist theCM tools administrator in implementing, customizing, and maintaining Serena TeamTrack/Business MashUp and PVCS Version Manager. Support the DSS License Management Process using the CM tools. Provide support for the Configuration Control Board (CCB) and other Change Review meetings. Review and analyze proposed changes to the captured baseline in accordance with the CM process. Monitor and report CM risks. Support audits and other tasks as assigned.
Qualifications: 3+ years experience inconfiguration management. Bachelor’s degree in a related field. ITIL Foundations certification and/or training desired. Experience with Serena TeamTrack/Business MashUp and PVCS Version Manager. Familiar with configuration management activities across the software development life cycle. Knowledge and working experience with standards such as ITIL Foundations, ANSI/EIA-649-1998 National Consensus Standard for Configuration Management, and CMMI for Development are a plus. Solid communication skills are critical.

Project Manager
Overview: Abacus Technology is in need of a technical Project Manager to provide overall project management support to the DSS Chief of Networks and Infrastructure.Currently, Abacus provides program management support to the Office of the CIO at the Defense Security Service (DSS).
Major Duties & Responsibilities: Utilize project management and technical skills to provide oversight to multiple IT mission areas. Provide direct project management support to the DSS Chief of Networks and Infrastructure. Provide technical coordination and scheduling for network and infrastructure projects. Review and edit departmental policy documents. Advise the DSS Office of the CIO in all IT areas such as Service Level Agreements and Memorandum of Agreements (MOA). Review technical documents to ensure that all changes are in accordance with DoD and DSS enterprise architecture and Information Assurance Policies. Work with external vendors to procure hardware, software, and services for DSS. Participate in the Configuration and Change Board that manages infrastructure and information assurance changes to DSS systems. Provide updates and meeting minutes for CCB and system status meetings. Author documents, such as white papers, decision papers, and executive briefings, as needed to support the decision making process and activities of DSS. Provide a weekly status report to division chief.
Qualifications: 10+ years experience in a technical environment including a solid project management background. Bachelor’s degree in a related field. Project Management certification preferred. Must be knowledgeable on a broad range of IT areas including network infrastructure, LAN/WAN and application architecture, and application deployments or migrations. Ability to assess, analyze, and react to a dynamic and complex environment. Must be highly motivated and assertive. Communication and organizational skills are critical.

Requirements Analyst
Overview: Abacus Technology is in need of a Requirements Analyst position to provide support for the Product Life Cycle Division as part of the Requirements team at the Defense Security Service (DSS). This is a full-time position.
Major Duties & Responsibilities: Interview government project managers, subject matter experts (SMEs), stakeholders, end users, to identify business requirements. Perform business requirements and system analysis; develop process flow diagrams and models. Document business requirements and work closely with technical teams to translate requirements into technical specifications, manage the requirements repository, and requirements traceability. Assist in the development of Performance Work Statements (also regarded as Statements of Work) as well as identify requirements for post-award and in-progress automation efforts. Work closely with technical teams to ensure that final deliverable meets requirements. Participate in efforts to improve the overall requirements process. Facilitate requirements-centric meetings, workshops, and validation/walkthrough meetings to identify and finalize project/effort-relevant business requirements. Conduct needs analysis of captured requirements; to include incorporating needed updates prior to government review, approval, and sign-off. Decompose high level business requirements into detailed business requirements. Participate in the workflow transition of technical requirements that have been entered into and reside within the Requirements Management repository/solution. Validate vendor-produced Requirements deliverables content and validate traceability. Provide back-up support to other team members during Requirements team-facilitated workshops. Actively participate in the requirements management process and respective workflow by analyzing and validating application technical requirements. Provide Requirements-specific feedback for tasks to be integrated into a master schedule. Monitor and report project risks, milestones, work completed, as well as work that is underway.
Qualifications: 4-6 years experience with requirements gathering and analysis support. Bachelor’s degree in a related field. Strong background in system analysis and knowledge of the software/system development life cycle. Experience with the Rational Unified Process or a similar methodology. Experience working closely with technical teams. Ability to work effectively with all levels of an organization. Experience developing use cases is desired. Familiar with government policy pertaining to Information Assurance is desired. Experience with CMMI, Six Sigma, and/or ISO standards strongly preferred. Must be able to generate high quality documentation. Solid communication skills are critical. Experience developing use cases is desired. Proficient with MS Office, Visio, and Project. Technical Writer
Overview: Abacus Technology is in need of a Technical Writer to provide support to multiple IT teams supporting the Defense Security Service (DSS) Office of the CIO (OCIO). This is a full-time position.
Major Duties & Responsibilities: Create, edit, and maintain technical and non-technical documentation in support of client or Abacus program management. Develop and contribute to staff summary sheets, management reports, white papers, technical requirements and specifications, user manuals, inspection guides, configuration and reference guides, and troubleshooting and maintenance documentation. Ensure that all documentation meets established QA standards and is written at a level suitable for the intended audience. Collaborate with the client or technical teams to collect and interpret data and information provided by subject matter experts. Create, edit, and maintain policies, procedures, standards, and guidelines under the guidance of the QA Manager. Assist the QA Manager in performing quality assurance reviews. Maintain a schedule and manage resources to ensure tasks are completed under deadlines. Review and edit documentation to meet the needs of the end user. Assume responsibility for all technical and non-technical writing requests from the Abacus BRAC Team Lead and Abacus program management.
Qualifications: 5+ years experience in technical writing and supporting IT teams. Bachelor’s degree in a related field. Must write clearly and effectively for both a technical and non-technical audience. Possess IT, Audio Visual, and telecommunications experience and is able to write about both IT infrastructure design related to data, video, voice, and associated hardware. Familiarity with quality assurance methodologies preferred. Experience working in a team-oriented, collaborative environment. Proficient with MS Office tools. Demonstrated ability to think analytically, problem solve, and multi-task. Solid customer service and communication skills are critical. Some local travel required.

Test Manager/Sr. Engineer
Overview: Abacus Technology is in need of a Test Manager/Sr. Engineer to oversee the testing phase of the development life cycle as well as act as a liaison between the government project manager and the test team. Abacus currently providesprogram management support to the Office of the CIO at the Defense Security Service.
Major Duties & Responsibilities: Lead and direct the Test and Evaluation branch.Manage and coordinate test planning and execution. Provide day-to-day support of Government testing on-site and at designated locations. Develop and maintain testing timelines and related interfaces with all stakeholders and internal/external working groups. Identify requirements for testing operations and support, including selection of hardware and software for the test facility. Identify and document IT infrastructure, systems, and support elements related to testing. Develop and review plans for testing of hardware and software delivered to or in support of IT facilities and functions. Coordinate and schedule management of testing-related aspects for product deliveries and installations. Provide planning support of testing in the test facility and at other designated locations. Conduct collaborative testing-related planning and coordination efforts with DSS, supported organizations, and other customers of DSS services. Advise DSS on testing requirements and strategies. Establish project task lists (work breakdown structure) and schedules related to testing and manage those structures. Conduct and witness testing by Government and contractor personnel. Review test plans, test cases, and procedures related to testing prepared by the Government and contractors. Prepare test plans, test cases, and procedures as necessary. Provide testing-related guidance and expertise to other DSS functions and organizations as required.
Qualifications: 6+ years experience in testing across the software development life cycle (SDLC). Bachelor’s degree in a related field. Experience supervising a test team or leading the test phase of the SDLC. Plan, coordinate, and implement all activities related to the testing of IT and data center functions. Experience developing test plans and test cases. Possess a broad knowledge of the Quality Assurance process as it applies to Testing and Evaluation of software applications and mission systems. Able to demonstrate technical and program management capabilities including planning and executing all phases of testing as well as systems engineering support. Able to interact and manager multiple vendors at on and off-site locations. Ability to communicate with all levels of an organization. Must be willing to provide hands-on testing support when necessary.
