This capability statement is being submitted to the Electronic
Systems Center (ESC) in response to its invitation to enter into a
Blanket Purchase Agreement (BPA) for providing Advisory & Assistance
Services (A&AS) support as part of the Information Technology
Services Program (ITSP) II. Abacus
Technology is the BPA team leader of a team that includes ten highly
successful and talented firms brought together to effectively and
efficiently support ESC's Department of Defense and Air Force Command
and Control (DoD/AFC2) mission. Under our leadership, the team is composed
of ten team partners — Titan Systems Corporation (TSC), ACS Defense,
Dynamics Research Corporation (DRC), Materials, Centech, Communication
& Computers, Inc. (MATCOM), SenCom Corporation, Windmill International,
Quantech Services Inc., Engineering/ Documentation Systems, Inc. (EDSI),
Comnet Sciences Corporation, and Integrated Information Solutions,
Inc (IIS). As a result, the Abacus Technology team brings a multidisciplinary
IT business base ready to support ESCs mission as the Center of Excellence
for C2 Information Systems. Moreover,
we provide a highly experienced and vast resource base to augment
AF professionals delivering full spectrum C2 capabilities for the
warfighter. Our team has a
solid reputation throughout ESC, AFMC, DoD, and industry for excellence
in supporting major system acquisition and development planning programs.
The Abacus Technology team is well positioned to provide ESC with
value-added DoD/AFC2 support and stands ready to deliver high quality
services and products through ITSP II.
Key features and benefits of our team are as follows:

competencies, and related ITSP II service needs based on the shared
experiences and close working relationships established during
more than a decade of providing its staff with system engineering,
information management, and technical assistance

than 20 subcontractors on 7 contracts valued at more than $250

of which more than 1,800 are fully available to support all ITSP
II programs.
The remainder of this capability statement presents an integrated
assessment of our team's ability and experience in providing A&AS
support in the DoD/AFC2 services area. It also shows that more than one-half of our team members are either
small or small disadvantaged businesses, thereby demonstrating Abacus
Technology's commitment and ability to support and meet ESC's goal
of subcontracting at a 35 percent level to these type firms.
1.0 Understanding of
Requirements
The Abacus Technology team is well-versed and proficient in ESC's
diverse DoD/AFC2 support service needs. We fully understand that the scope of this
effort includes a broad range of system oriented IT services such
as development planning/analysis, acquisition engineering, specialty
engineering, and manufacturing engineering; quality assurance, test
and evaluation; business/financial management; configuration/data
management; integrated logistics support; and system/physical security. We also understand that in order for ESC to successfully meet the
challenges of transformation focus areas, emerging technologies,
and business processes, as well as succeed with C2 enterprise management,
it will need an ITSP II team with the experience and infrastructure
to meet these demands. The Abacus Technology team possesses this requisite
IT knowledge and DoD/AFC2 capability to successfully execute ITSP
II. Abacus Technology will
leverage its 12-year history of ESC A&AS contract management
experience, teaming with premier well-known ITSP service providers
and its partnerships with the Software Engineering Institute (SEI)
and Microsoft to help ESC effectively plan and execute DoDC2 programs
in this current era of transformation.

2.0 Team
Overview
Abacus Technology is headquartered in Chevy Chase, MD and was established
in 1983 to provide a wide range of information technology and management
consulting services to Federal, State/Local, and Private sector
organizations. Abacus Technology
employs approximately 400 highly experienced and qualified staff
members. Our professional
staff has excellent credentials including specialized technical
training and advanced degrees in engineering, operations research,
business management, economics, mathematics, and computer science.
Our support staff is also highly proficient in technical
writing and graphical presentation, database tools and methodologies,
and administrative processes. We
successfully graduated from the SBA 8(a) Program in 1995 and specialize
in providing a wide range of integrated engineering analysis, information
systems, and programmatic support services tailored to specific
client needs. Abacus Technology
has a broad range of government and commercial expertise in Network
Solutions and Information Assurance, Software Development and Software
Process Improvement, and E-Commerce. Additionally, Abacus Technology is a transition partner with the
Software Engineering Institute (SEI) certified to conduct Capability
Maturity Model (CMM) based appraisals and training on software development
processes. Abacus Technology
operates two research laboratories.
Our software engineering and development lab simulates client
network environments to test/troubleshoot application development
and system installations prior to delivery.
Further, our Information Assurance lab supports the testing
and integration of system security products to ensure secure, effective,
and reliable network operating environments. Abacus Technology has
a proven track record of technical proficiency as evidenced by several
noteworthy awards: AFMC’s Defense Information Initiative Award,
GSA’s Award of Excellence, and DoD’s 1999 Nunn-Perry Award for Outstanding
Service in DISA’s Mentor-Protégé Program.
Since 1989, under our ESC SETA, TEMS, and ITSP contracts,
we have provided a broad range of C2 acquisition and engineering
services to ESC and ESC’s geographically separated units. Abacus
Technology assembled a superior ITSP II team representing a broad
base of DoD/AFC2 system acquisition suppliers that are highly experienced
in the DoD/AFC2 business environment. As noted below, the Abacus Technology team
comprises firms that provided ITSP II related services to ESC for
more than 18 years. Corporate profiles of our team partners are
presented below:
TSC – TSC is the largest element of the Titan Corporation
and an industry leader in government information technology.
With 6,800 employees worldwide, TSC provides information
solutions, system support, and products for National Defense.
TSC has a long and successful history of creating, testing,
and evaluating information solutions for the business of government
and mission critical weapons systems for the DoD.
TSC has been an integral member of the ESC technical support
community since 1984 and presently has more than 300 employees providing
ITSP support to ESC.
ACS Defense– ACS Defense, Inc. primarily focuses
on DoD and the intelligence community, and has a strong core competency
in Command and Control (C2). ACS provides support to a global client base,
and has a technical staff of more than 1,300, including more than
600 technical professionals with security clearances of Top Secret
or higher. ACS has been a premier acquisition support
contractor ESC since 1969, most recently under the current ITSP
where they were competitively selected to be the Team Lead for nine
Task Orders and participate as a Team Member on nine others.
Centech Group, Inc. – The CENTECH GROUP is among
the leading worldwide providers of government Information Technology
systems and solutions for a wide range of military and civilian
programs. Core competencies include systems engineering and integration,
network operations, knowledge management, data administration, integrated
document management, software solutions and computer facilities
operation and support.
DRC – DRC is a well-established professional services
contractor with more than 1500 employees headquartered in Andover,
MA. Incorporated in 1955,
DRC was founded by system engineers from the Massachusetts Institute
of Technology’s Draper Laboratory. DRC develops and operates complex communications
systems and computer networks in addition to providing engineering
and management consulting services to its clients. DRC has more than 350 personnel currently providing
ITSP services and has provided continuous C2 support to ESC in all
four TEMS and other support contracts since 1984.
MATCOM – Founded in 1983 with corporate headquarters
in Alexandria, VA, MATCOM employs more than 600 personnel throughout
the world. MATCOM performs
ITSP C2 services for various system program offices at ESC, including
ESC/AC, AW, FD, and DIV. MATCOM
brings more than 10 years of ESC ITSP/TEMS C2 experience in support
of ITSP II. MATCOM is currently
an ITSP Team Lead and former TEMS IV Prime Contractor, then Mei
Technology.
SenCom – SenCom is small business component of the
Titan Corporation headquartered in Billerica, MA with 400 employees.
SenCom is a provider of technical and management services
to Government customers. SenCom’s C2 services expertise includes: systems engineering and analysis for radar
and electro-optical sensors, C4I systems and weapons systems, program
management, acquisition support, leading-edge engineering support
for DII-COE, financial planning and analysis, business process improvement
and acquisition streamlining, communications and network design,
computer and network security, and software support.
SenCom is currently an ITSP Team Lead and former TEMS IV
Prime Contractor.
Quantech – Quantech is an emerging small business
headquartered in Bedford, MA specializing in solution oriented financial
services in the areas of system acquisition/sustainment, information
technology, and international and advanced programs to both Federal
and commercial clients. Quantech provides a broad range of high quality consulting products
and services including cost estimating and analysis, financial management,
schedule analysis, risk and economic analysis, program management,
and acquisition management support.
Windmill – Founded in 1988, Windmill provides Systems
Engineering Services to Government and Commercial customers.
Windmill holds direct commercial contracts with NATO to provide
AWACS engineering support and has been NATO’s AWACS Engineering
Service Contractor of choice for 12 years. Windmill is a veteran owned and operated Small
Business. Under the current
ITSP, Windmill successfully increased its C2 services beyond NATO
AWACS to include key major ESC programs such as US, Japan, and Saudi
AWACS and Global Air Traffic Operations.
EDSI – EDSI is a small woman-owned business composed
of professionals with expertise in Communications, Command &
Control, Management Information Systems, Logistics Management, Test
& Evaluation, and Acquisition Management.
As a delivery order holder under ITSP, EDSI effectively provided
more than 21 man-years to multiple Program Offices to include AC,
AW, MC, and SR.
Comnet Sciences – Comnet Sciences is a small disadvantaged
business (8a) headquartered in Jersey City, NJ with project offices
in Bethesda, MD, Warner-Robins, GA, Midwest City, OK, and Colorado
Springs, CO. Founded in
1990, Comnet provides high quality information systems and telecommunications
network products and services to the government and private organizations.
Under the DISA Mentor-Protégé Program, Comnet established
a successful working relationship with Abacus Technology, culminating
with the 1999 Nunn-Perry Award.
IIS – IIS is a service disabled veteran and women-owned
small business headquartered in Manassas, VA.
IIS currently has 25 employees providing project management,
information assurance, education/training, and logistics services
to the Ballistic Missile Defense Organization (BMDO), US Army Space
and Missile Defense Command, FAA, and DoD TRICARE.

Relevant Team C2 Experience
The Abacus Technology team brings the breadth and depth of experience
necessary to meet all of ESC's broad ITSP II needs. All team partners provide comprehensive skills
and expertise in most major ITSP II C2 service areas, thereby providing
ESC with the redundant contractor capacity to quickly respond and
support virtually any delivery order issued under this BPA. Summary profiles of each team partner's staffing pool to support
ITSP II service areas, socio-economic status, and recent relevant
programs are presented in Exhibit
2.Exhibit 3 demonstrates our team’s ability to provide a redundant
